Bill limiting solar panel bans blazes through Senate committee | Trail Blazers Blog | dallasnews.com
This is actually not a bad idea. Micro-grid technology should've been promoted from the start. Instead we got big, unwieldy, corruption filled projects doomed to fail.

"The Intergovernmental Relations committee voted on an amended bill that would allow HOAs to prohibit a panel if it sticks off the roof, looms above a fence or turns into an eyesore.
Chairman Royce West, D-Dallas, who sponsored the bill, said HOAs could still ban solar panels if they "caused unreasonable discomfort to a person of ordinary sensibilities." "
So in other words it is toothless because you can't mount them on your roof at the optimum angle since they would "stick off your roof" and would most likely "loom over your fence". and would therefore have to be mounted on an array in your back yard and would then look like "The Starship Enterprise" and would offend someone's sensibilites.
